Objectives & Deliverables

The Midland Highways Alliance (MHA) seeks to increase cross authority working by promoting joint procurement of highways services and by identifying and embedding best practice. The collaboration will improve the procurement and delivery of the four strands of the highways services:

• Major capital highways schemes
• Capitalised maintenance and minor schemes
• Professional services
• Highway term maintenance 

Successful and efficient delivery of these activities will support the economic development of the region and improve public satisfaction in highways services.

Objectives

• Establish a collaborative framework to secure the delivery of major capital schemes
• Promote a continuous improvement model for term maintenance

Deliverables

• Alliance to act as ‘Centre of Excellence’ for highways construction and maintenance
• Better procurement of contractors, sub-contractors and suppliers through EU procurement and appointment of frameworks
• Local Authority members to adopt best practice for procurement and contract management
• Alliance to provide training and accreditation for successful collaborative working to ensure continuous improvement

The MHA meet 4 times a year to share and discuss the development of the MHA deliverables.
